The term for a teacher who has special needs students is a “special education teacher”. These teachers teach in a special education classroom, which is also called a resource room. A resource room is different from a mainstream classroom, because students in the resource room have special needs. Teachers that teach in mainstream classes are called general ed teachers. The term “general education”, of course, refers to the “regular” classes.
